Recent attempts to influence developments in these countries through threats and sanctions, and sometimes war, have failed.
[Ablogistan.com] Ablogistan: With the United States and Great Britains involvement in Iraq, NATOs deployment in Afghanistan, and the short-term reliance on Russian gas in continental Europe, China and Russia have built a viable economic partnership as both continually support undemocratic and rogue states. While this has not manifested into a full-fledged political partnership, both China and Russia are increasingly agreeing on international issues that demand multilateral efforts.
[Oilposter.org] ASPO-5 Live: Frequently these countries - like Indonesia and Iraq - subsidize gasoline to their citizens with a resulting ridiculously cheap price of fuel. If the benefits of this oil largesse are somewhat democratically distributed (rather than going to a few elites) you get a natural tendency for rapid growth of a middle class, which wishes to emulate that middle-class lifestyle and accompanying energy consumption.
