The Kennedy tax cuts (enacted after his death in 1964) did appear to stimulate, but these cuts were permanent, and thus not the same as the stimulus being discussed and probably had some supply-side effects (people more encouraged to make money, ect.) If I remember right there was a one-time stimulus in 1976(?), but the result was that in that age of uncertainty most people just held onto the money.
