But, they find that once the underdeveloped country catches up a bit further, trade and investment may be counter to the interests of the developed country.

However, he clearly did not invent the first, and also did not invent the second. He publicized both of them and grabbed a lot of limelight, but as I said, I think the committee knows (or did know) the facts in this matter.
