[Kansas City Star: Technology] www.kansascity.com | 11/18/2008 | Kansas, Missouri lag in New ...: said Robert Atkinson, the foundation’s president.</p><p>He offered this advice with the release of an updated report showing Kansas moving ahead and Missouri slipping in stimulating fast-growing companies, innovative technology and other ingredients important to a prosperous future.</p><p>Kansas rose from a rank of 34 to 31 in the 2008 State New Economy Index released Tuesday by the innovation foundation and the <strong>Ewing Marion Kauffman Foundation</strong>.</p><p>Missouri fell from 35 to 37.</p><p>The index considers 29 factors that show how well a state is positioned to capitalize on the formation and operation of companies in biotechnology, clean energy, information technology and similar industries relying heavily on innovation.</p><p>These are the types of companies most likely to grow rapidly and provide higher paying jobs than those typically found in call centers, industrial plants or other facilities that were considered the economic development prizes of previous decades, Atkinson said.</p><p>Massachusetts, Washington and Maryland again held the top spots in the index, leading the way with their rich base of productive research universities and active entrepreneurial cultures.</p><p>“There is something going on there that is making them much more competitive in the new economy,” Atkinson said.</p><p>Still, Atkinson said, too many states continue past “smokestack-chasing”
